On November 19-20, 2002, the New Horizons Project, in cooperation with Harvard University's John F. Kennedy School of Government, organized and hosted the First Strategic Conference on US-Russia Educational Programs. This event was convened in Washington, D.C. The Conference opened with a reception and dinner at the Metropolitan Club, with Ambassador James F. Collins delivering the keynote address. On the subsequent day, the Conference reconvened at the Alibi Club.

Over the course of the conference, the various types of Russian exchange and educational programs and the roles of the conference participants in such programs were discussed, with a view to achieve greater awareness and understanding between the U.S. and Russia as to how, through greater cooperation among the organizations involved, our educational programs could become even more effective in achieving optimum benefits by providing young Russians with Western educational and experiential opportunities and productively reintegrating them into Russian society. In the words of Ambassador Collins, this Conference addressed the "challenge of how we contribute effectively and efficiently to the process of Russia’s modernization, democratization, and rejuvenation as a democratic, market-based, and integrated society, as a part of the normal, emerging world of this century."
